52 New Hampshire towns saw their tax rate fall in 2025 without anyone’s bill falling

When a town revalues, every property is reassessed at current market value, so the town’s total valuation jumps. The town still has to raise the same amount of money, so the rate per $1,000 drops to match. The rate halves; the bill does not. In 2025, 52 municipalities recorded valuation increases above 25% — almost all of them revaluations rather than a market that moved that far in a year.

This is why a town with a $15 rate is not necessarily cheaper than a town with a $30 rate: the two are charging against different fractions of market value. Until we publish equalization ratios alongside these rates, compare actual bills on comparable homes rather than the rates themselves.

How New Hampshire property tax rates are set

New Hampshire has no general income tax and no sales tax. Almost everything a town and its school district spend is therefore raised locally, through the property tax — which is why New Hampshire rates look high next to states that tax income or retail sales, and why the rate varies so much from one town to the next.

A town’s total rate is the sum of four separately-set components. The municipal portion funds town services and is set by the town meeting or city council budget. The county portion funds county government — courts, corrections, nursing homes — and is apportioned across the towns in that county. The local education portion funds the local school district and is usually the largest single piece. The state education portion is levied on every property statewide to fund an adequate education, and is collected locally.

Towns with a very large tax base relative to the number of students they educate can raise more from the statewide education rate than their own schools need. Those communities — often lakefront or resort towns — send the excess to the state, which is why they are commonly called donor towns; property-poor communities receive additional state aid. That mechanism has been repeatedly litigated and repeatedly revised, and it is one reason a low nominal rate in one town and a high one in the next can reflect the tax base far more than the level of local spending.

Why comparing nominal rates between towns is misleading

A tax rate is applied to a town’s assessed value, not to what a home would sell for. Towns revalue on their own schedules, so by the time a few years have passed some are assessing close to market value and others are well below it. The DRA measures this each year and publishes an equalization ratio: assessed value as a percentage of market value.

That makes the nominal rate — the number on the tax bill — a poor way to compare towns. A town with a $17.00 per $1,000 rate assessing at 78% of market value is charging an effective $13.26 per $1,000 in full-value terms, less than a town with a $14.00 per $1,000 rate that assesses at 100%. The arithmetic is simply the nominal rate multiplied by the ratio: 17.00 × 0.78 = 13.26.

We publish the nominal rate exactly as the DRA reports it, and we do not infer an equalized rate — an inferred figure would look authoritative and be wrong. Once we hold the DRA equalization reports, the equalized rate will be added to this table. Until then, treat rate differences between towns as a starting question, not an answer.

One more caution: the rate alone does not tell you what a specific house costs to own. That depends on the town’s assessment of that property, any exemptions or credits, and the rate for the current year. The property tax calculator applies a town’s rate to an assessed value — the figure on the town’s assessment card, not the purchase price — to estimate the annual bill.
