Massachusetts is fully incorporated: its 351 municipalities — 58 cities and 293 towns — cover the entire Commonwealth. Villages, neighborhoods and census-designated places such as Allston or Buzzards Bay sit inside these municipalities and are not separate towns.

Living here
Massachusetts is not one market. Inside Route 128, buyers usually face more competition and shorter decision windows than they expect, while the Berkshires, the Cape and the Islands trade on a seasonal calendar with a large second-home component.
Offers here follow their own choreography. Buyers commonly make an offer on a standard form, then sign a purchase and sale agreement roughly a week or two later — that second document, not the offer, is where most of the negotiation over conditions lands. Having an attorney involved from the start is customary practice in the Commonwealth rather than an extra.
Older housing stock is the rule, not the exception, and it comes with specific diligence: lead paint and the state's obligations to families with young children, knob-and-tube wiring, oil tanks, and the state's Title 5 septic inspection, which commonly applies to transfers outside sewered areas. On the Cape and Islands, wastewater rules and nitrogen limits can decide what you're allowed to build.
Property-tax rates, residential exemptions and local Community Preservation Act surcharges vary by municipality, and several communities have their own land-bank or transfer programs. Confirm current costs and requirements for the specific city or town with your agent, attorney and local assessor rather than relying on a statewide average.
